Capital's blemish: Traffic black spots to be zapped

Published on:

In a bid to identify the black spot of Delhi’s roads, lieutenant-Governor Najeeb Jung has decided to constitute District-level Road Safety Committees (DRSCs) to ensure safety and security of commuters and involve a closer engagement of the local administration and the citizen with the issue of road safety. The committee is being set up under the provision of Section 215 of the Motor Vehicle Act 1988. It will hold meeting at least once in three months or as per requirement.

The functions of DRSC includes identification of black spots on Delhi roads and their remedial measures, deployment of ambulances, development of trauma care and blood bank facility, enforcement of traffic regulation, conducting awareness campaigns, creation of wayside amenities etc, said the Delhi Government officials. During the identification of black spots, an exercise could be undertaken to guide the respective committees in identifying existing and potential black spots (accident-prone zones). Thereafter, remedial measures can be planned and implemented.

Further DRSC can also formulate a strategy and monitor enforcement of traffic regulations. It can take up awareness campaigns on safe road use. Education authorities, schools and colleges and local Government bodies like panchayats can also be associated. The DRSC can also take the lead in identifying the need and feasibility for creation of wayside amenities along highways passing through the district and monitor the functioning of the District Transport Office (DTO) in the district to ensure transparency in the issue of fitness certificates and driving licence.
