In a bid to purge harassment, Delhi Cabinet on Tuesday approved a proposal allowing MPs, MlAs certificate and an affidavit of the applicants about income attested by Notary Public as an admissible document for proof of income under Dilli Annashree Yojana. The decision was taken in a Cabinet meet on Tuesday.
In order to make it broad-based, the Cabinet decided to remove the condition of submitting an annual income certificate from the Sub Divisional Magistrates (SDMs). It further decided that an affidavit attested by Notary Public or a certificate of MlA/MP concerned would be an admissible document for proof of income under the scheme. The Dilli Annashree Yojana launched on December 15, 2012, has covered more than 1.20 lakh people. Earlier, Delhi Government had approved the guidelines that an applicant would have to submit the income certificate issued by the Sub Divisional Magistrate (SDM)/Tehsildar of the concerned area.
The Government has received a large number of complaints about the tedious process of obtaining income certificate from SDM/Tehsildar. In many cases, it leads to recurrent visits to these offices causing undue harassment and wage loss. Meanwhile, the Cabinet has also decided to grant NOC to allow present higher educational institutions to run existing approved courses from lal Dora, extended lal Dora, school buildings and other non-conforming areas, including institutes operating from rented premises and permission to grant NOC to allow increase in intake and addition of courses to institutes/colleges functioning from lal Dora/extended lal Dora for the academic year 2013-2014.
At present, 10 institutes affiliated with Guru Gobind Singh Indraprastha University are functioning from school premises, 16 institutes are running in lal Dora/extended lal Dora/agricultural land apart from one institute functional in a rented building in a non-conforming area. Seven diploma-level institutions under TTE are also functioning from land/premises in non-conforming areas or school buildings. These institutes are being given NOC on an annual basis since 2007-2008. The Cabinet was of the view that the future proposal for granting NOC be submitted for a period of five years minimum.
The Cabinet has also given approval for revised cost of construction of 15 railway over bridges (ROBs) and railway under bridges (RUBs) on a cost-sharing with Railways; special grant to the Municipal Corporations of Delhi. The funds will be released to the concerned Corporation as per budget. The total cost of the RoBs/RUBs is estimated at Rs 240 crore.
