In a bid to provide an exclusive space to promote their talent and create interest in the indigenous fields of music, art and culture in the coming months to schoolchildren, Delhi Cabinet on Monday gave its nod for setting up of Delhi Children’s Academy.
The new academy will be housed in existing building of Sindhi Academy and will be managed initially by drawing people from other academies. The Cabinet has also given a green signal for introduction of an IT-enabled integrated financial accounting & management system for all departments of the city Government. The main objective of the children academy — on lines of the Bhojpuri, Urdu and Hindi Academies — is to promote and bring out the creative talent among children by exposing them to various extra-curricular activities, heritage awareness, music, art, creative forays, theatre experiments and recreational activities.
It would also help in answering the queries in respect of nature, environment, culture and scientific temperaments arising in the minds of children. The Chief Minister of Delhi will be ex-officio Chairperson of the Academy. Presently, Delhi Government has established six language Academies, namely Hindi, Urdu, Punjabi, Sanskrit, Maithili-Bhojpuri and Sindhi. Apart from this, the Sahitya Kala Parishad is working for promotion of arts & culture.
After the Cabinet meeting, Chief Minister Sheila Dikshit stated that Delhi Children’s Academy would soon become functional and the Government would like to provide them an opportunity to hone their creative talent. On the other hand, the integrated financial accounting & management system will be functional within 18 month. The present system of financial accounting in the Government needs to be made in consonance with the modern office procedures.
It has to serve 107 Departments and 1482 Drawing & Disbursing Officers (DDOs). Further, the present computerisation system could not facilitate effective monitoring and control of various financial activities as well as non-availability of real time financial position of the Government through online. The system would ensure a single source for exchanging the electronic information among all the stakeholders of the Government.
It would provide transparent, accountable and better services delivery to the citizens, tax payers, vendors/ suppliers and employees. This involves design, development and customisation of the required software, delivery, installation and configuration of the necessary hardware and provision of necessary operation and maintenance support.
