Blueprint to speed up building plans stuck in doghouse

In an attempt to fast-track approval of building plans in the national Capital, the Ministry of Urban Development (MoUD) on Friday constituted a high-powered Review & Monitoring Committee for the same.

The committee will be headed by Delhi Development Authority (DDA) vice chairman Balvinder Kumar and will be responsible for clearance of all plans for land having above 5,000 sq. m for commercial and 10,000 sq. m or more for residential use. The 15-member committee, apart from reviewing and monitoring all building plans, will also scrutinise and approve the same within 30 days from the date of application. Under this, all local bodies or building plan approval authorities will send the brief about all cases within purview of the committee on the prescribed proforma (to be notified by Member Secretary) to the Member Secretary as soon as they are submitted and cases for NOC or clearances will be sent to the concerned bodies. The chairman of the committee has also been authorised to co-opt any other member as he may deem fit.

The terms of reference of the Committee states that it “shall meet, at least, once every month, besides, it shall review all the cases of sanction of building plans having land area of

5,000 sq. m or more for commercial/industrial and 10,000 sq. m or more for residential. The committee shall sort out inter-departmental issues to ensure that the NOCs/clearances from various departments are given within 30 days of the date of application. The committee may call the applicant to its meetings if, in its opinion, doing so will help resolve outstanding issues pertaining to its application.”
