A three-tier system has been, reportedly, put in place to effectively run Chief Minister Arvind Kejriwal’s office. Strict visitor restrictions have been introduced for all, including the media, on the entire third floor of the Delhi Secretariat. The primary aim of the administration will be to ensure that people don’t need to visit Government offices any more to get their work done. The second tier is likely to be of bureaucrats and experts, drawn from different faculties, to draw a comprehensive roadmap for the overall development of the city. The third tier may be of three legislators, who would be holding public dialogues and understand the main issues of Delhiites.
A senior bureaucrat said there were plans to put a three-tier system in place to run the CMO. The first tier will be of the top bureaucrats, the second of top officials and experts from different fields and the third one will be of three MlAs who will be holding public dialogues on a regular basis to redress the grievances of Delhiites.
The job of the first tier of bureaucrats would be to ensure proper delivery of all the services, which fall under the ambit of the city administration. The critical layer of the bureaucracy - comprising secretaries and principal secretaries - would be entrusted with the job of creating a single-window delivery system for all the services. “We would prefer that all the works (of people) are taken care of through online mechanisms and single-window clearance system. It may take one-and-a-half to two years to evolve a foolproof system,” an official said.
“We will involve best of the experts to draw up plans for cleaning up of the Yamuna, environment related issues, skill development initiatives, drafting of the Jan lokpal and Swaraj Bills, women security and regularising contractual employees,” he added. In line with the three-tier system, the official said that the city administration was already in touch with the Centre for effectively using Home Guards for women’s security in the DTC buses. He said that process was also being initiated to allow hassle free registration of e-rickshaws in the city.
“These legislators would take up the grievances of the people and ensure these are redressed at the earliest. They will be coordinating with different departments for effective delivery,” said officials. According to sources, there will also be restricted entry for Kejriwal’s Secretary Rajendra Kumar and his Private Secretary Ashwathi Murlidharan. There are indications that Kejriwal will not be directly involved in the day-to-day functioning of the Government. He would, in turn, be responsible for framing policies and for their effective implementation. This is the reason Kejriwal has not kept any portfolio.
