Now, talk ‘dirty’ with control room at the Delhi Secretariat
Taking Prime Minister Narendra Modi’s Swachchh Bharat Abhiyan to the next level, State Government has directed Delhi Police to remove all encroachments from footpaths. It has also decided to set up a control room in the Delhi Secretariat where people can register complaints about garbage being not picked up or cleaned in the city.
This has been decided at a meeting chaired by lieutenant Governor Najeeb Jung on Monday. Further, Jung directed Secretaries and Heads of the Department (HoDs) to be appointed as Nodal Officers in-charge of all cleanliness related matters in the department. The Nodal Officers will have to send weekly reports of the work done with visual evidence (before and after work pictures or clips).
“The responsibility shall not be delegated further down the chain of command, though each department may internally create its own mechanism of monitoring work,” he added.
Jung has asked the Chief Secretary to set up the control room, deploy staff and put into place the mechanism for receiving calls, messages or information related to cleanliness. He has also directed the Delhi Police to remove all encroachments from footpaths. Jung said in order to achieve the target of making Delhi a world-class city, together with fulfilling the promise of making Delhi clean by 2019, there cannot be any complacency in the Government machinery or within the local bodies.
“There has to be visible improvement, supported by evidence. There is no scope for complacency. It is our mandate as a Government to deliver a clean city to our citizenry,” Jung said, as he asked city administration and local bodies to step up their efforts towards achieving cleanliness in the city as a part of the Swachchhta Abhiyan. The Deputy Commissioners have been also directed to verify the work done in their districts and submit an independent report to the lieutenant Governor, Chief Secretary and Urban Development Secretary. Further, all officers including secretaries shall be out on field on October 25, ensuring cleanliness and sanitation and submit a report at the end of the day.
Jung directed the civic bodies to pay particular attention to dhalaos, garbage collection, cleanliness of public toilets, with full report on condition of each toilet along with providing additional waste bins in heavily garbage prone areas and submit a special action plan for unauthorised, resettlement, slums and JJ clusters. Public Works Department (PWD) was asked to pay attention to roads, central verges, malba removal, cleaning of drains, pruning of foliage, maintenance of roundabouts.
Delhi State Industrial & Infrastructure Development Corporation limited (DSIIDC) was also asked to submit an entire sanitation plan for the 19 industrial estates and Delhi Development Authority (DDA) was asked to clear matters for allotment of land for solid waste management with the municipalities. Jung also directed the Department of Environment & Forests to intensify action against those who dispose industrial waste in the Yamuna.
