The Aam Aadmi Party’s proposed Delhi lokpal Bill is set to be defeated in the Delhi Assembly as the Government lacks majority on the issue. Even if expelled AAP legislator Vinod Kumar Binny along with JD(U) MlA Shoaib Iqbal and Independent Rambeer Shokeen vote in support of the Bill, the ruling party cannot take over the BJP, which has 32 MlAs.
Constitutional experts said Binny has the right to vote in the House even as he is expelled from his party. At present, AAP has 27 MlAs in the 70-member House. Excluding the Speaker, its number will be reduced to 26. Even if it is supported by Iqbal and Shokeen, the number will only be 29; three short of the BJP. The Congress has already said it would vote against the lokpal Bill. In case, the eight Congress MlAs abstain during voting, the strength of House will be reduced to 62 but still the ruling party will fall short of majority.
