Twenty-eight Delhi Police personnel, including four SHOs, have been recommended for disciplinary action by the Vigilance Branch for not delivering services to the satisfaction of the people. So far 28 such police personnel have been short-listed and the Vigilance Unit has recommended disciplinary action against them, said Sindhu Pillay the DCP, Vigilance.
On an average, every month about 50 police stations are checked by the Vigilance Branch teams on various parameters of public satisfaction. From September 2014 onwards (up to June-2015), so far 480 surprise checks of police stations have been made. The parameters chosen for these surprise cheeks include response of policemen to complainants regarding registered FIRs, and those in rape, molestation, kidnapping and missing cases. Other parameters include behaviour with complainants visiting police station to lodge their complaints and promptness in registration and investigation of cases of motor vehicle theft. Investigation of kidnapping and POCSO Act cases are also in the parameter on which Delhi Police cops are judged during these surprise check up, he said.
For determining efficiency of police response and satisfaction of public, Vigilance Branch also sends decoy complainants apart from talking directly with the complainants and those registering FIRs. Police station records are also examined for the purpose. The public feedback revealed that most persons interacting with police complained against reluctance to register FIR and provide its copy, lack of adequate effort in investigation, apart from harassment through delaying tactics, added the officer.
