2-member panel to probe charges against Meena

Chief Minister Arvind Kejriwal has issued an order to Joint Commissioner of Police and Anti-Corruption Branch (ACB) chief Mukesh Kumar Meena informing him about the appointment of two-member committee to enquire charges framed against the latter.

In the order dated October 30, Kejriwal categorically mentioned about the rule (4) of rule 8 of All India Service (Discipline & Appeal) Rules 1969 and apprised Meena of the appointment of retired IAS BS Banerjee, who will conduct the probe into the charges of negli-gence of duty and intimidating juniors, framed against Meena.

It may be noted that Meena had written to Kejriwal and demanded withdrawal of the memorandum issued against him. Meena, on pretext of Rule 7 of the All Indian Services (Discipline and Appeal) Rules, 1969 had mentioned that Kejriwal and his Government were not the competent authority to initiate any legal actions against him as he was covered under the All India Services Rules.

The CM’s order seemingly looked as a flashback to Meena and read, “Memorandum dated October 9, containing the articles of charge, the statement of the imputations of misconduct and a list of documents and witnesses was delivered to Mukesh Kumar Meena.” It further reminded that Meena was asked to reply his defence within 10 days. The order also noted that Meena was again served notice on October 23 and was given opportunity to submit his defence by October 26. Meanwhile, Meena rebutted with a letter to Kejriwal where he threatened to initiate legal actions against him.
