19 Departments flunk updated citizens' charter

Despite repeated reminders, 19 departments are yet to submit their updated citizens’ charter to the Delhi Government for providing effective and time-bound services to the citizens of the national Capital, according to sources.

The Arvind Kejriwal Government’s main thrust has been to identify officers who are responsible for providing various time-bound services and ensure that action is taken against those who fail to deliver on time. And while Chief Minister Arvind Kejriwal was recently applauded by audience in Bihar for his Government’s efforts in providing good governance with an effective redressal mechanism in the Capital, his administration has repeatedly failed to seek relevant information from as many as 19 departments about the prevailing system.

These facts emerged during a recent high-level meeting where Deputy Chief Minister Manish Sisodia was informed that 19 departments had not submitted their updated citizen charter so far.

The departments which have failed to submit their citizen charter are APMC (Azadpur), Delhi Finance Corporation, Delhi Minority Commission, Delhi Commission for Women, Delhi Khadi Village Industries Commission, Delhi labour Welfare Board, Delhi Building and Other Construction Worker Welfare Board, Delhi Commission for Safai Karamcharis, Chit Fund Department, Delhi Kalyan Samiti, Directorate of Small Savings, Delhi SC/ST/OBC Min & Handicapped Finance and Development Corporation, Energy Efficiency & Renewable  Energy Management Centre, Rajya Sainik Board, Delhi Disaster Management Authority, Office of the Commissioner for Postings with Disabilities, Shahjahanabad Redevelopment Corporation, State Council of Educational  Research & Training  and Delhi Urban Shelter Improvement Board.

Sources said following which Sisodia has directed the HODs of the departments to immediately submit their update citizen charter  so that responsibilities could be fixed against  officers who were unable to deliver different services to the citizens  on time-bound-schedule.

Earlier, administrative reforms deputy director Amitabh Joshi had requested all the city departments to submit details related to the services they have been providing, time limit about the completion of their services, resources required, if any, to get the work done and the name of the officer responsible for execution of  these works.
