There have been newspaper reports in the past few days on pilferage and leakage from oil industry dock line. Our views and actions taken in this regard are as under:
1. There are separate dock lines of approximately 13 kms for receipt of MS (Petrol), HSD (Diesel), SKO (Kerosene) & Furnace oil between North Oil Jetty (NOJ) and POl installations of oil companies
2. At around 07.30 hrs on 22.05.2016, the security guard deployed for patrolling of jetty line conveyed about a suspected leakage near Nehru Bungalow Road. Accordingly, the unloading of HSD Import Parcel from NOJ was stopped. The team of IOCl officials reached the site within 30-40 minutes and located the leakage spot.
3. On identification of leakage spot, the repair and maintenance work was immediately started with all safety & security measures when it was detected that minor leakage of the product was from SKO line on account of a tapping created in the line which have been laid approximately four feet below the ground level . Accordingly, the unloading of import HSD parcel was resumed around 15.00 hrs. The matter was appraised to the Inspector In-charge of Paradeep police station at around 09:15 hrs on 22.05.2016 and the letter vide ref. IOC/PDP/Security dated 22.5.2016 was issued to them with a request for filing FIR to register a case against the culprits.
4. The hole on the SKO line was plugged with wooden peg to stop the leakage. Subsequently, metallic clamps were fixed over the damaged surface of affected pipeline. The entire maintenance work was completed at around 1900 hrs on 22.05.2016 under supervision of IOC Officials.
5. In addition, DGR security guards deployed for patrolling of the jetty pipeline were also asked to remain alert and vigilant and ensure regular patrolling of the area.
6. The subject incident of leakage at jetty pipeline was the further addition to the earlier several attempts of theft from industry jetty pipeline at Paradeep. Necesary FIRs was lodged and we are in close liason with the local police.
