An eminent Electrical Engineer, Kulshrestha is an IIT, Roorkee graduate. Belonging to the Indian Railway Service of Electrical Engineers of 1980 batch, Kulshrestha had an extensive work experience in several zones on the railways viz. Eastern Railway, South Eastern Railway, Southern Railway, South Central Railway, West-Central Railway besides RDSO/lucknow.
