Hyderabad: The Telangana government introduced the Gram Panchayat Strategic Action Plan (GPSAP-2026) rules, under which every Gram Panchayat has to prepare an integrated development plan covering three to five years, along with a separate annual action plan for every financial year.

In a notification issued by Telangana’s Panchayat Raj and Rural Development Department, the new framework introduces a systematic, scientific, and convergent planning process across all Gram Panchayats in the state.

The notification, issued by Special Chief Secretary M Dana Kishore, aims to align rural development with the Telangana Rising 2047 vision and ensure transparency and accountability in implementing government programmes.

Under GPSAP-2026, every gram panchayat must prepare a comprehensive village profile with household-wise information on population, employment, housing conditions, landless labourers, vulnerable groups, livestock, assets and beneficiaries of government welfare schemes.

A dedicated website for every Gram Panchayat and a dashboard to monitor the progress of development works.

The government has directed that development plans prepared by various departments be integrated under GPSAP to ensure better coordination and effective utilisation of available funds.

At the mandal level, the Mandal Parishad Development Officer (MPDO) will be responsible for ensuring accurate data entry and reviewing development activities. District Collectors and Additional Collectors (local bodies) will monitor the implementation and progress of the plans at the district level.

According to the orders, the government is to take action against those who fail to provide the required information or knowingly furnish false information.

The GPSAP 2026 is intended to strengthen rural infrastructure, improve agricultural productivity, promote sustainable livelihoods and ensure the effective implementation of welfare schemes.

The rules take effect from the date of publication in the Telangana Gazette.
