'Out of turn' flat allotment upsets AIIMS faculty

Allotment of a flat to AIIMS Deputy Director (Administration-DDA) V Srinivas has drawn the ire of Faculty Association of All India Institute of Medical Sciences (FAIIMS) which alleged that the out of turn allotment deprives another senior faculty of his/her entitlement.

FAIIMS has written  to the institute’s Director MC Misra against the unlawful allotment of accommodation in the institute.

According to the faculty members, there are certain rules and regulations and waiting list is maintained as per the seniority of the faculty members. The move comes when, AIIMS Deputy Director Administration (DDA) V Srinivas has been allotted an accommodation, again by depriving another senior faculty member who would not get accommodation as per his/her entitlement.

“It is clearly mentioned in the advertisement for the post of DDA at Joint Secretary (JS) level in AIIMS that the post is non-central staffing scheme, post be filled through Civil Service Board (CSB) procedure. It may be noted that no mandatory posting certificate for allotment /retention of Government accommodation would be issued by this office to the officer appointed on the above referred post,” read the letter.

However, it is for those officer, who have served and are currently serving on central staffing scheme post in Delhi for at least four years in CSS post and she/he needs to retain Government accommodation for his/her tenure on non-CSS post,” stated the letter. A copy of letter is with The Pioneer.

“The house allotted from AIIMS to DDA would further deprive one more senior faculty member to get suitable accommodation when DDA is entitled to retain his Government accommodation out of campus,” the letter further said.

It may be noted that, Housing Allotment Committee handles the work for allocating accommodation to the AIIMS faculty and staff which is allocated according to the grade pay scale and seniority level.

“It is very painful for the senior professors and faculty members including HODs who are still staying in E-type accommodation, much below their entitlement,” the letter said.

“Around 275 senior professors are in the waiting list for the C1 type accommodation according to their seniority. There are only 20 CI-type houses -- an apex accommodation, a kind of duplex house,” sources said.

According to the sources, there is a violation of the accommodation rules in the institution.   “DDA has been allotted C1 type house following out of turn allotment, which is only meant for senior professors. Interestingly, this all happened when institute’s Deputy Secretary Sanjiv Chaturvedi was on leave,” said the sources.

When contacted AIIMS spokesperson to take his version in this regard, he did not responded to the calls.
