In order to strengthen the healthcare system by providing support to the health institutions in the national Capital, the Delhi Government has decided to set up ‘Rogi Kalyan Samitis’ in each Assembly constituency. Also it will establish ‘Jan Swasthaya Samitis’ in State-run dispensaries, poly clinics and Mohalla Clinics.

According to an order issued by the Health and Family Welfare department on April 26, the ‘Rogi

Kalyan Samitis’ in each Assembly will be advisory in nature which will assist health facilities, develop and customise strategies among others. While ‘Jan Swasthaya Samitis’ would function as its sub-committee.

The Delhi Government would provide each ‘Rogi Kalyan Samiti’ and ‘Jan Swasthaya Samiti’ Rs 3 lakh per annum as grand-in aid.

“The Jan Swasthaya Samitis will be constituted in Delhi Government dispensaries/poly clinics, Aam Aadmi Mohalla Clinics, and primary urban health centres,” the order issued by the health and family welfare department stated.

The Aam Aadmi Mohalla Clinic (AAMC) has been conceptualised as a mechanism to provide quality primary health care services accessible within the communities in Delhi at their doorstep.  The setting up of AAMCs has been envisaged in the form of Pre-Engineered Insulated Box Type Re-located Structures which are to be manufactured and installed through Public Works Department (PWD).

Chief Minister Arvind Kejriwal had said that 1000 such clinics will be opened across the city. While, Multi Speciality Poly Clinic are structure for secondary health care in the form of Out Patient Department (OPD) consultation by specialist doctors including diagnostics.

The department said that each of Assembly Rogi Kalyan Samiti will be registered under Society Registration Act 1860 at Assembly constituency-level and they will adopt by-laws already approved for Rogi Kalyan Samiti (District).

“The quarterly financial progress report of Assembly Rogi Kalyan Samitis/Jan Swasthaya Samitis will be submitted regularly to the finance department and, the health and family welfare department,” said the order.

As per the order approval of the Central Government will also be sought on any amendment in the scheme, if the department “deviates” from the guidelines approved by the Centre.
