Climate action plans pledged by India can be achieved only if efforts in this regard cover over six lakh villages in the country, said the Environment Minister Anil Madhav Dave on Saturday, ahead of the 22nd session of the Conference of the Parties (CoP 22) to the United Nations Framework Convention on Climate Change (UNFCCC) to be held in Marakech in Morocco next month.
“If Intended Nationally Determined Contribution (INDC) goals are to be achieved, we will have to connect this effort with 6.5 lakh villages of the country,” said Dave while addressing the National Pre CoP 22 consultation. He stressed that post-2020, the country has to figure out how to implement the agreements finalised in Paris and the consequent discussions that are to take place in Marakech at the grassroots in 6.5 lakh villages of the country.
“Two things are very important — high-end technology without patent and minimum profit and second is finance, he said, adding, by finance he referred to a transparent financial structure.
India had already started bringing up this issue at various bilateral and multilateral discussions. There will be soon be a clarity and modalities will be worked out so that in the future, it can be done within a time-frame.
Simultaneously, there will also be accountability of audits of the finance. Proper modalities should be framed and all countries should agree to that. It will take a few more months, he said.
Addressing the gathering, Tomasz Kozlowski, the European Union’s Ambassador to India said that as far as EU is concerned, it has made certain commitments concerning finance and is delivering on that and will continue to do so.
On the finance aspect, he said that in 2014, the EU mobilised more than 14 billion Euros for financing projects related to climate change.
