The new master plan 2037 of Ranchi failed to find many takers as almost all Ward Councillors and stakeholders pointed towards several grey areas in it during the Ranchi Municipal Corporation (RMC) Board Meeting on Friday.
Many called the plan prepared by the Government-appointed consultant Feedback Infrastructure Private limited as vague lacking enough viability to implement it on ground level.
However, the Councillors have decided to organise a workshop on 24 of this month to understand the details and provisions of the master plan of the city to clear their doubts and suggest changes if required to develop Ranchi into world class city.
Councillor of Ward number 30 Om Prakash said, “The plan cannot pass unless it satisfies the board members. The presented presentation has many loopholes which needed to clarify before it gets approval from the board. To understand the plan properly we are going to organise a workshop for the same and after clearing all the doubts will be placed in the next board meeting.”
RMC CEO Manoj Kumar throwing light on the decision said, “The prepared plan has many loopholes in it. Proposed plan on allocation of land, easing city traffic does not seem convincing. We need to figure out many things in the plan which is still not completely clear to us.”
Meanwhile, the board has cleared the budget of Rs752.69 crore for the financial year 2014-15 in the meeting.
The board like proposed budget has kept the budget free from any new and hike in tax. Doing minor changes in targets for hoarding and mobile tower lease collection, it has kept major tax targets including professional and property taxes for administrative wings unchanged.
Major project included by the board in this year budget are Sewerage and drainage plan, Rajiv Awaas Yojna and National Urban livelihood Mission (NUlM).
This year surplus budget is of Rs16.48 crore. The revenue receipt for the year 2013-14 is Rs8339.35 lakh against revenue payment of Rs7141.77 lakh. The capital receipt is Rs66,956.80 lakh against capital payment Rs47,713.91 lakh.
With all the taxes which involves drainage, light and water remains unchanged, the main income for the local body to carry out development project will be granted by Jawaharlal Nehru Urban Renewal Mission (Central Government) and Swarnim Jayenti Mukhya Mantri Sehri Vikas Yojana (State Government).
“This year budget is based on development and facelift of the city. We are expecting to bring much-needed change in the city this year,” added Mayor Asha lakra.
