The fact is not new that several posts of teaching faculties in various universities in the state are vacant. Even the Governor instructed the officials to look into the matter but that seems in vain in the present scenario.

But authorities are busy in passing the buck of this recruitment process to each other and the higher education is suffering.

Talking to The Pioneer, Jharkhand Public Service Commission (JPSC) Secretary Ratan Kumar told, “While the University Grant Commission has made changes to its statute the state universities are yet to amend their statutes and unless we get any request based on the amended changes for recruitment we cannot proceed on appointment of university teachers.”

On the other side, a senior official of State Human Resource Department (HRD) said, “This is for the first time JPSC has asked for roster clearance from the Personnel department. Naturally, when it goes to the Personnel department, it goes through us. We become a sort of post office only. University has sent details to the JPSC. It is not our responsibility to look over the roster clearance matter. Till now roster clearance was not done by Personnel department and was done by university. This is something where we do not come in the picture.”

Personnel Department Principal Secretary Aditya Swarup informed that when JPSC would ask for roster clearance, they would send them the details of the roster clearance.

Most of the universities are trying to show themselves innocent in fulfilling the formalities from their side with regard to this recruitment.

Nilamber Pitamber Vice Chancellor Dr F Ahmed said, “The eligibility criteria for the state universities teachers are fixed by HRD. The roster clearance is also HRD’s duty.”

RU Registrar AK Choudhary said, “Some of the pending roster clearance matters will be sent by HRD to the JPSC within one or two days. Presently, this roster clearance is in final stage at HRD. The day this roster clearance would be done we will send our required vacancies for Professor and Reader to JPSC in a week. The ongoing non-teaching strike is creating in a hurdle.”

Vinoba Bhave University VC informed that they had sent their requisition for the mentioned posts six months back to the HRD department which would send the details to the Personnel and thereafter to the JPSC for final appointment notification.

Kolhan University and Sido Kanhu Murmu University officials could not be contacted for this purpose.
