Principal Secretary of Urban Development Department, Sunil Kumar has said that the responsibility of beautifying and enhancing the dignity of cities lies with the municipal bodies. For this, basic facilities should be increased to make the standard of living of the people living in the cities better. He was reviewing the schemes of the municipal bodies on Thursday. While reviewing the progress of Pradhan Mantri Awas Yojana (Urban), he said that houses should be built and made available under Pradhan Mantri Awas Yojana to enhance the dignity of cities and for well-organized urbanization.
To develop the standard of living of cities, every basic facility should be provided to the citizens. The Principal Secretary expressed displeasure over the municipal bodies which have done less than 70 percent work in this scheme and said that the percentage of work should be increased by the end of March. Also, the amount allocated for all the schemes should be spent by March. Under no circumstances, the amount should lapse otherwise action will be taken.
The state and cities are respected only by the infrastructure and basic facilities available there. Therefore, plans should be made by selecting land and place for area based development. In this, work should be done in coordination with the concerned Deputy Commissioners. There should be a provision to provide electricity and water under the Pradhan Mantri Awas Yojana.
The Principal Secretary directed that the work of tender execution should not be delayed. Action should be taken to terminate the concessionaires, consultants and agencies who show laxity in work by giving them notice. For small projects, a panel of consultants and agencies should be formed so that no work gets delayed. While reviewing the schemes of sewerage, septage and water supply, he said that sewerage system is an important aspect of excellent urban system. Therefore, the excuse of non-availability of land and other technical facilities should not be made. Within 15 days, DPR of schemes related to sewerage and septage should be prepared and work should be allotted. Before laying pipes under water supply schemes, water purification plant and intake well should be constructed.
The shelter homes located in cities or being built newly should be kept attractive so that people do not hesitate to stay there. Electricity, water and furniture should be strong. Proper training should be arranged for the beneficiaries for self-employment so that the needy can expand their business on a large scale. City Mission Managers should be given accountability for this.
