In a bid to promote paperless system, Jharkhand Assembly is set to entertain questions online by its Members soon which will be forwarded to the respective departments to be replied online by them, saving both time and manpower which gets wasted in the manual exercises.
With this, Jharkhand will become the second State in the Country to adopt Question Management System (QMS). “We are trying to develop a paperless QMS where members can register their questions online and get it replied by the concerned departments online saving lot of time and energy which gets wasted during the exercise,” said Additional Secretary Madhukar Bharadwaj who has been made in-charge of the project.
The concept was a brainchild of the former Assembly Speaker CP Singh who had also visited Rajasthan Assembly to see it working. “Jharkhand will become the second State in the Country after Rajasthan to adopt the online question management system,” said Bharadwaj.
“NIC Rajasthan has already developed a software which is functional in the State….We got the software from them and after making modifications in it as per our requirements will be launching it on an experimental basis during this budget session,” added Bharadwaj.
February 28 has been fixed as the last date for the entry of questions by the members, he said. According to Bharadwaj, the question management system will be launched in this session on trial basis with 4 dummy computers entertaining questions to be considered as departments while 6 computers, kept aside will be considered as Assembly.
“We will remove the shortcomings and fulfill the requirements identified in the system and launch it in the next session completely,” Bharadwaj said.
Without taking any risk, everything will also be done manually during this Assembly session till the system is launched completely in the next session.
All departments have been asked to appoint one Nodal Officer for their departments who will be entrusted with the duty to take questions and upload the answers in the space specified for it, he added.
“About 23-24 departments have appointed their Nodal Officers who have been trained by us and arrangements are being made to conserve the digital signatures of the officials by the JAP IT,” he added.
The online question management system will also enable immediate uploading of all the questions asked and answers given in the Assembly within minutes on daily basis. “Presently, it takes a few hours to upload the scanned copies of questions and answers asked and replied in the Assembly,” Bharadwaj said.
