The teachers of degree and inter colleges of Hazaribagh and adjoining districts who had evaluated the answer books of intermediate exam 2013 are waiting for their remuneration since last two weeks. They are regularly enquiring about their remuneration and the staffs of evaluation center have now no reply for them.
When this newsman enquired into the matter then it became clear that the cause of delay is the irrelevant orders of district education officer Dr. Rajkumar Singh.
Every year Jharkhand education council sends a cheque to the evaluation center and it is the duty of the center to open a current account jointly operated by center director and district education officer. This year too the same process was followed.
This year when the centers prepared the cheques as per the bills submitted by the teachers after verifying it and went to DEO to get his signature, he deputed one of his office staff to recheck everything. The staff was not even aware of the rates approved by JAC. He took some time to recheck all the bills, in the meantime DEO left Hazaribagh.
After one week when he returned the cheques were put before him for his signature but he refused. This time he ordered to cut one day haltage amount given to the teachers from outside Hazaribagh. This order is based on the fact that on 7th of April the centers were closed here due to civic polls.
Now the center director and staffs of the evaluation center are in trouble. If they obey the order the teachers will revolt and they will have to prepare all the cheques once again and if they do not obey the order DEO is not going to sign the cheques.
The directors tried to get instructions from JAC but no one there is ready to give anything in writing. The teachers say that since the inception of JAC this situation never arose.
They say that we have not refused to evaluate the answer books on 7th of April so why should we suffer. If the administration thinks that on 6th April we went back to our homes and came again on 8th then they will have to give double fare to us.
Actually the entire matter seems to be appeared due to ignorance of laws. The DEO should know that haltage is given to the teachers who come from outside and resides there during the evaluation period. In this case they stayed here because they were not ordered to go back.
If they were ordered so then they should have mentioned travelling allowance twice which they have not mentioned.
