Chief Minister Raghubar Das asked bureaucrats of Jharkhand to take cognizance of media reports on issues of public importance and take appropriate actions instead of waiting for written orders. The CM’s instruction to make administrative setup pro-active was one of the outcomes at the Jan Samvad organised on Wednesday at Soochna Bhawan.Das interacted with the Deputy commissioners of Deoghar, Dumka, East Singhbhum, Giridih, Hazaribagh, Palamu, Sahibganj, Pakur, Simdega, Sararikela-Kharsawan, latehar, Chatra and Ranchi to review progress on 25 cases including poor water supply, pitiable electricity conditions, and alleged irregularities in MNREGA works among others.
“If there is information then one should not wait for orders from anyone. Media, newspapers also attempts to draw attention of government. We need to exhibit sensitivity to them so that problems can be solved,” maintained Das.CM expressed that the Santhal region has faced years of neglect and is been run by politician-criminal nexus which has made the condition worse in the region. Hence, Das appealed to all secretaries and principal secretaries to visit Santhal to end years of disregard to the concerns of the region.
“I would appeal to secretaries of all departments to visit Santhal for one or two days in a week or month. It’s a neglected region so we will focus there,” said Das.Das said that corruption is prevalent at lower level of bureaucracy where a common man faces a lot of problem hence making the entire administration sensitive to people is the priority of the government. He also asked deputy commissioners to visit their area and verify progress of government schemes. Interestingly, the CM disapproved of the culture of verbal orders for certain type of official works and emphasised on written orders to make things move.
“Every deputy commissioner must visit their area twice in a week and verify government projects being implemented,” said Das.The Jan Samvad centre has received overwhelming response and in two months close to 50,000 telephone calls, including 7,144 related to grievances, have been made to obtain feedback on government projects. Of the total complains, around 5851 complains have been resolved through the government’s initiative to reach out to general public.
The cell was inaugurated on May 1 to facilitate complaint registration through toll free number 181.“We are hands-on in all areas and everybody is informed about cases. It is satisfying to know that the system is responding. We are continuously striving to make it even better,” said Principal Secretary to CM, Sanjay Kumar.Development Commissioner, RS Poddar, all principal secretaries, Secretary to CM, Sunil Barnwal and DGP, DK Pandey were present to assist the CM during Jan Samvad.
