On Wednesday, representatives from the ruling and Opposition party will hold separate meetings. The Speaker addressing the members said that as the winter session is of short duration, the thrust should be on maximum output from the session. He urged the MLAs to raise issues of public importance.  Secretaries have already been instructed to make the bills of public interest available to the Legislative Assembly in time. The speaker later called a meeting of departmental secretaries.

The Speaker also said that members are requested not to disrupt the Question Hour, because due to disruption issues of public interest are not raised in the House. Similarly, all the members should also register their presence in the session. He said that Prime Minister Narendra Modi has also expressed concern about disruption of the House. If the public has elected someone and sent it to the house, then do not obstruct the public's question. The Business Advisory Committee makes recommendations regarding the allocation of time for discussion of Government Bills, Private Bills and Processes of Resolutions. The committee also has the power to show in the proposed time-table that at what time the various stages of the Bill or other business will be completed. The Committee also performs such other functions as may be assigned to it by the Chairman from time to time.

In this winter session of Assembly several important bills will be tabled. Sources said that to check the incidents of mob lynching and assault, the State government is likely to bring a new anti-lynching law that is likely to be introduced in the winter session of the state Assembly.

The Bill according to the draft is Prevention of Mob Violence and Mob Lynching Bill, 2021, aimed at providing “effective protection” of Constitutional rights and prevention of mob violence. The Bill proposes Capital punishment for those lynching individuals, besides provisions for imprisonment for injuring a person and stiff penalties for participating in a lynch mob. Prior to Jharkhand, assemblies in States such as West Bengal and Rajasthan have already passed anti-lynching legislation.
