RU fails to set Corpus Fund for staff salaries

Ranchi University’s (RU) plan to set Corpus Fund for payment of its employees could not reach a decisive phase on Tuesday. University’s Syndicate had planned to manage the money for the fund from its 15 Constituent Colleges, Examination Department and Vocational Wing. But, the protest from syndicate members compelled Vice Chancellor (VC) lN Bhagat to drop the idea.

According to RU Syndicate, a budget of Rs16 crore was to be fixed for Corpus Fund. 15 Constituent Colleges were supposed to contribute Rs6 crore while Examination Department had to give Rs8 crore and Rs2 crore was to be given by the Vocational Wing.

“The monthly salary of our teaching and non-teaching staffs is delayed from the HRD department regularly. So, we thought of managing the salaries from Corpus Fund.,” said Registrar Amar Kumar Choudhary.

Till date, university is said to be paying the salaries through internal arrangements on loan basis. Sources maintained the amount taken from the Corpus Fund would have been reimbursed after receiving the HRD’s fund.

Corpus Fund is the money at the University wherein Colleges and concerned departments have to contribute certain percentage of their finance. Marwari College Principal Ranjit Singh along with Assembly Speaker Dinesh Oraon (also a member of Syndicate) opposed the plan as it would be difficult for the colleges to bear their infrastructural expenses.

“Our college funds come from the fees deposited by the students. In case of repairing libraries, laboratories or constructing rooms we utilise those funds. Due to this reason, it is not possible for us to lend a huge amount of money to the university,” said Singh.

Similar were the views of Ranchi Women’s College Principal Manju Singh and Ranchi College Principal UC Mehta. The Syndicate members suggested the VC to continue the salary management through internal arrangements. “We approached the colleges as we are now seeking loans under the internal arrangement process,” Registrar said on behalf of VC.

Sources maintained the university authorities had some unethical motives behind this Corpus Fund plan. The matter was among the 35 agendas discussed in the Syndicate Meeting.

Significantly, RU has approved Oraon’s special leave as faculty from January 6 onwards, when he was sworn-in as the Assembly Speaker. Oraon is a Psychology Professor of JN College, Dhurwa. The approval was also included in the agendas. The decision over the proposed 29th Convocation Ceremony could also not be taken.
