It takes time to accept changes in the system. However, acceptance is unlikely if a system persistently fails in meeting the objective behind introducing the change. The online registration portal launched by the Department of labour, Employment & Training is facing the same situation - failure to get acceptance of job aspirants hence failing in its objective.
Santosh Kumar Prasad tried to save time and effort of standing in queue at Sub-regional Employment Exchange Ranchi to get his name registered in the ‘live register’ of the department by using the newly launched web-portal for aspirants. But the website encountered the first hurdle the moment enter button was hit after entering ‘www.jharkhandemployment.nic.in’. The website lacks certificate that is used by servers and browsers to authenticate a site for navigation. Traffic to a website not having certificate is usually blocked by internet browsers.
“The system doesn’t accept the address provided by the website. As one gets past the warning flashed on the screen he is stung by the failure of the server to accept details entered,” rued Prasad.
The message generated in a popular browser reads, “You attempted to reach jharkhandemployment.nic.in, but the server presented a certificate issued by an entity that is not trusted by your computer's operating system. This may mean that the server has generated its own security credentials, which Google Chrome cannot rely on for identity information, or an attacker may be trying to intercept your communications. You should not proceed, especially if you have never seen this warning before for this site”.
Problems of the nature faced may appear too elementary but it dented the feel-good factor that would have given hope to people like Santosh and expectations crashed with no plausible explanations. Result, short staffed Sub Regional Employment Exchange has to press in scant human resources to process applications submitted by job aspirants at the counter. Notably, the exchange received just 552 applications submitted offline and online since the launch of the website on September 26.
Almost all web browsers point towards the website’s security certificate— certifying authenticity of the portal and needed to upload pages—and recommend not to visit the website which is launched for the convenience of job hunters relying on State government for providing them opportunity of earning livelihood.
“The website is working and it is the same portal where our staffs are entering data. The problem might be with ‘live Register’ and even that would not have lasted beyond few minutes. Otherwise our system is very robust and responsive,” said Assistant Director of the Exchange, Rajesh Ekka.
Meanwhile, concerned officials of the project anticipate a solution in about month’s time and expect the process to be expedited if the portal gets widespread publicity. Incidentally, the portal was launched towards the end of previous month by Minister; labour, Employment & Training; KN Tripathi.
“The website is maintained by NIC and they have begun the process of obtaining certificate for the website. But an aspirant can go to the portal by ignoring the warning displayed on the screen. As far as updating records is concerned there doesn’t seems any issue either,” said Programme Officer, Akshay Kumar Dey.
