The National Council for Teachers Education (NCTE) has given a final notice to 33 colleges of VBU where the course of Bachelor of Education (BEd) is going on. In its notice the NCTE has directly asked from the management of some colleges that why not they should be derecognisedIJ.
While some colleges have got notice in which they have to reply about the deficiencies found by NCTEs inspection teams earlier.
There are 39 B.Ed. colleges in Vinoba Bhave University. These can be divided in three categories.
One college is purely Government College; seven are running in the premises of constituent colleges as self financed course while 31 are purely private having got affiliation from VBU after getting no objection certificate from state government and approval from NCTE, Bhubaneswar.
In the list of 33 B.Ed. colleges of VBU, who are under NCTEs scanner, the only government college and all seven running in constituent colleges are included.
It is noteworthy here that the only Government primary teachers training college of Hazaribagh is closed since last several years due to the same deficiencies which the NCTEs team has found in the only the Government B.Ed. college and most of the B.Ed. units of constituent colleges.
The University sources said that this situation has arrived due to a PIl filed in Jharkhand High Court in 2011.
The court ordered NCTE Delhi to make fresh inspection of all the 95 B.Ed. colleges of Jharkhand. As per the directive of High Court in Shiv Shankar Munda Vs Chair Person and others NCTE, teams inspected BEd colleges of Jharkhand between September to December 2013.
On 3-4 June 2014 a meeting took place at Delhi in which the inspection reports were tabled and after discussion show cause notices were send to erring colleges.
On 17th and 26th June, the member met again and discussed on the replies.
After this the final notice has been sent in which it is clearly stated that no further time will be given. The colleges have been given 30 days time to remove the deficiencies and to correct the errors.
VBU sources informed that only 2-3 private colleges affiliated to VBU has sent there replies to NCTE Delhi. What is going on in the only Government B.Ed. collegeIJ Sources said that the matter has been referred to HRD ministry and regarding constituent colleges very soon both VC and PVC will sit with the principals of related colleges.
