PNS

The Jharkhand Assembly was adjourned in the mid for the second consecutive day on Thursday over the JMM legislators’ demand for having a discussion on domicile policy. JMM legislators from Chaibasa, Dipak Birua and Dumri Jagarnath Mahto moved an adjournment motion for having a discussion on the issue. However, Speaker Dinesh Oraon, going by the merits of the issue, rejected the JMM legislators’ demand.

Leader of Opposition in Assembly, Hemant Soren said, “Due to faulty domicile policy of State, the local youths are not getting preference in government jobs. In most of the State Government’s recruitment, outsiders are grabbing more than 70 to 80 per cent jobs.” Echoing the views of Hemant Soren, JMM MLA Stephen Marandi said, “Flaws in domicile policy was evident in State Government recruitment policy in teachers, sub inspectors and engineers’. Most of the people recruited in these departments are from outside the State.” The very purpose of State domicile policy will go for a toss if residents of this State are not getting preference in Government jobs, he said.

In 2016, the Government announced State’s new domicile policy. As per the provisions in the new Domicile Policy, people living in Jharkhand since or before 1985 will be considered local inhabitants and avail all the facilities offered in the policy. As the provisions of domicile policy, local inhabitants will get preference for appointment in post of teachers, jan sevaks, panchayat secretary, forest guards, police, ANM and other positions.

The JMM legislators reached the well of the house with their demand for having a discussion on the issue. While JMM legislators were demanding Speaker for adjournment motion, slogans of ‘Vande Mataram’ and ‘Bharat Mata Ki Jai ‘was even raised in the House. BJP MLA from Giridih Nirbhay Shahabadi and Janki Prasad Yadav MLA from Barkatha raised the slogans of ‘Vande Mataram’ and ‘Bharat Mata Ki Jai’.

Intervening on the JMM MLA’s demand, ruling BJP’s Chief Whip in House Radha Krishna Kishore said that JMM legislators should stop the practices of telling lies and misleading the House.  As the ruckus continued the Speaker adjourned the House.

This is for second consecutive day, when Assembly was adjourned due to ruckus created by JMM legislators. On Wednesday, the House was adjourned after JMM legislators demanded for Government’s stand on proposed amendments to the Indian Forest Act, 1927.

A JMM legislator requesting anonymity said, “Both the issue amendments in forest act and domicile policy are core issue of JMM. The party will go to polls on this issue highlighting the loopholes in these two policies. As JMM politics revolves around tribals, these two issues are attached with tribals.”
