JMM interrupts Governor's address

Governor Draupadi Murmu on Tuesday termed as historic the amendments to the State’s two key land Acts i.e. Chhotanagpur and Santhal Pargana Tenancy Acts, amidst vociferous protests by the Opposition Jharkhand Mukti Morcha (JMM) MlAs, who later walked out of the Assembly.

With Governor Murmu’s address, the Assembly began its Budget Session on Tuesday.

Enumerating the Raghubar Das-led State Government’s achievements, she said that the State Government has taken several pro-people decisions, including the amendments to the CNT and SPT Acts, which are historical and would have a long-term impact.”

Murmu said that the State Government has been working for the development, prosperity and betterment of every section and making efforts for a balanced and inclusive development. She said that the State Government has fulfilled assurances made to the people.

“This Government not only made promises but also brought them on the ground and has succeeded in winning the confidence of the common people,” said the Governor.

During her address, the Governor said that the gap between the Government and the people has also decreased. “There is scope of development and Momentum Jharkhand was a better initiative for brining in investment in the State,” she said.

The Governor further added that digging up of Dova in the rural areas will eradicate water crisis in the State.

“Two lakh Dovas have been dug while four lakh more Dovas are yet to be dug out so the optimum utilisation of rain water could be ensured which will further help out the farmers in case of drought,” she said.

The Governor said that the ‘Jan Samvad’ with the people has raised their faith on the Government while the constructive support of the people to the Government has helped in drawing a strong line of development in every sector.

The Governor’s address, however, invited sharp reaction from the Opposition parties.

The JMM and other opposition parties tried to disrupt the address by simultaneously raising various issues, claiming the Government’s failure on several fronts and even walked out of the House during Governor’s address. JMM MlAs went into the well while leader of Opposition Hemant Soren warned the State Government over the amendments in CNT and SPT Acts. Budget will be tabled on January 23.

“Although, this Government has failed on several fronts, there is nothing in the Governor’s address except praising it.  An old woman dies in Garhwa running around SDO office for a blanket, and they are organizing Vikas Parva,” said JMM MlA Kunal Sarangi. Only 50 blankets have been allotted for each panchayat resulting into only 3-4 blankets for each of the villages for distribution, which is not justified, he added.

Congress State president Sukhdeo Bhagat also targeted the Government on false claims made by it on the issues of its position on ease of doing business and success of Dova.

“The State Government is still claiming that we are on the top position, while the fact is that Jharkhand has slipped to seventh position from the third position in ease of doing business,” said Bhagat. Talking about development, without mentioning law and order is redundant, he added.

“Entire address of the Governor was directionless,” claimed Bhagat.

The Budget Session having 16 working days in it will end on February 7 and the State Government will table the budget on January 23. Third Supplementary will be tabled on January 13.
