Himachal model for HR goes east

Speeding ahead on the information technology highway, Jharkhand may soon shun manually dealing with personnel. A digitised system will soon keep record of all its employees and officers, replacing voluminous files related to man management with state-of-the-art technology.

The State Government has set in motion a proposal to adopt the latest model of HR management being followed in Himachal Pradesh.

In a meeting aimed at increasing use of IT for speed and transparency in Government work, Principal Secretary of IT department NN Sinha informed the Chief Secretary that the State would adopt the Himachal Pradesh model for HR management.

This will facilitate the Government to prepare e-service books, property returns, ACRs, collect biometric information of employees among other things.

Sinha, who is nodal officer for the project, told The Pioneer on Friday that such a developed employee management system, which is originally a Union Government initiative, was already on in Himachal Pradesh.

“It’s a system that includes advanced software, hardware and database management system being operationalised by the Himachal Pradesh NIC, which keeps database of personnel and facilitates executing works under the personnel department,” Sinha said.

“Since the project will be implemented by the Himachal NIC, we have prepared a proposal and sent it to the Centre through Himachal. It is at present under consideration,” said the IT Secretary. He added that the project would be executed phase-wise. “From launch to completion, the programme will take approximately two and half years for effective implementation,” Sinha said.

The State Government has been trying to digitise records of its employees for long.

Sinha, who was in charge of the personnel department, had earlier issued notices to all Jharkhand administrative officers to update biodata and email IDs on the Government website, or bear punitive action.

However, due to administrative lethargy the work has not been completed yet.
