Chief Minister Raghubar Das on Friday expressed his anguish over works done under civic amenities in ill-coordinated manner and directed all the concerned departments to consult well in advance.
What baffled the CM most was the continued sufferings of the people despite works of road, drain, electricity etc were completed.
“We often see that instead of reducing problems of the common man, such exercises increase their woes after any road gets widened. It is because defunct electricity poles, snapped cables and broken drains are left as they were.
These apart from causing discomfort to the people also disfigure face of the city. In future, all the related Departments such as road construction, municipal corporation, traffic police, energy, BSNl, DWSD, land revenue etc should conduct a basic survey before starting any work and complete works in a coordinated manner,” said the CM after a review.
The CM was very particular about side effects of the developmental works conducted in any area which often give an impression that the work has been done in a haphazard manner and left incomplete. He directed the officials to convey the instruction to all the urban local bodies in the State.
He also stressed over ensuring a shape of Capital city to Ranchi and developing basic urban amenities in Jamshedpur, Dhanbad, Dumka and Deoghar. The CM also directed the officials to make lanes of the city encroachment free. “People want speedy development and the Government establishment has to work as per expectations. Garbage collection in Ranchi should take place between 8-12 in nights, starting from August 1,” directed the CM.
Chief Secretary Rajiv Gauba, CM’s Principal Secretary Sanjay Kumar, Road Construction Secretary Rajbala Verma, Urban Development Secretary Arun Kumar Singh, Drinking Water Secretary AP Singh, JUVNl MD Rahul Purwar and CEO of RMC Prashant Kumar were present in the meeting.
Meanwhile, talking to Secretaries from various departments of state Government, the CM said, “Employees working at the lower levels should be motivated to do better. Such a system should be developed in which Government officials who present exemplary example in their disposal of duty for others to follow such people could be appropriately rewarded.” He said it while talking to Secretaries of different department including Chief Secretary Rajeev Gauba at Project Building.
Emphasising upon coordination among various levels of governance, the CM said, “From Secretary-level officers to Panchayat-level employees, all should function in complete harmony amongst themselves. It will minimize expenses and save time as well. Delay in work leads to increase in cost of projects as well as possibilities of leakage. Hence, such a process should be developed in which Government projects are not prolonged due to lack of coordination.”
The meeting was attended by Principal Secretary to the CM Sanjay Kumar and other senior officers.
