To clear the backlog of files, retired IAS officers of the Chief Secretary rank could be hired and involved to deal with different sections of the State Government.

Chief Secretary Sajal Chakraverty, while talking to media persons here said that the Government needs a sensitive administration to deal with the problems being faced by the people of State for the last 13 years.

“There are several irregularities related to staff associations. Out of 181 cadre, rule books of only 20 cadre have reached up to the final stage due to which there is a sense of dissatisfaction among State Government staffs who remain devoid of some of the benefits even after they are retired,” said Chakraverty.

According to the Chief Secretary, initially a proposal was initiated to involve consultants to prepare the service rules, but it was felt that private agencies might not be competent enough to deal with the departmental issues.

“Hence, I think we need to involve retired IAS offices of Chief Secretary rank who are willing to work and having all the knowledge about the functioning of various departments in the Government,”  Chakraverty said. They could be involved in different sections of the Government, he added.

To deal with the problems of pending files, the administration needs competent officials who can deliver better than the consultants; personnel department needs drastic reforms, said Chakraverty.

He also said that the officials need to understand the ground reality for a better administration for which ground level management is also a must.

The first meeting of Judicial Infrastructure Development Committee, formed to deal with the demands made by the Judiciary, including Registrar General, law secretary and other officials along with the Chief Secretary, was held on Monday at Project Building.

“Discussions regarding the status of court buildings in different districts along with the extension programme of High Court building also took place,” said Chakraverty. A demand of 250 Deposition Writers for the judges was also raised by the Registrar General for which the High Court has been requested to start the process of appointments for the same,” he added.

The CS also stressed on expediting the extension of High Court building with an additional G+3 structure. Updating the Registrar General on the construction of the new High Court building, Building Construction department Principal Secretary Rajbala Verma said that the DPR for the same has been prepared and construction will be started as soon as it gets administrative clearance.

“Since the constriction work involves huge financial assistance, we are also thinking of taking loan from an outside source for the purpose,” said the CS. Talking about the proposed centralized control rooms for the districts, Chakraverty said that it will start functioning within 2-4 days. He said it will have both fixed and mobile phone numbers to facilitate the complainants to register their complaints through SMS which could easily be forwarded to the concerned officials.
