State Government has given its final nod to the Master Plan for the Capital city that would have provisions for wider streets for better commutation, houses for all, open and green spaces and even Mono Rail on different routes. The plan projects population of the city to grow up to 31.58 lakh by 2037 and have provisions for all the basic amenities for the residents keeping in mind their requirement.
Informing about the decision taken by the Cabinet on Tuesday Urban Development Department’s Principal Secretary Arun Kumar Singh said that the city would be expanded in 652.02 square kilometer area covering 55 wards of the Ranchi Municipal Corporation (RMC) and 114 revenue villages falling under the RRDA.
“The Master Plan has provision of wider roads with specific widths. Width of Firayalal to Purulia Road has been fixed 150 feet while for Birsa Chowk towards Chaibasa would be of 200 feet. Provision for Inner Circular Road with 150 feet width is also in the plan besides 200 feet wide Ring Road. If there would be any need to acquire land for widening of these roads then equal amount of land would be taken from the residents from both the sides. They would be given FAR or TDR (Transfer of development rights) and none would be displaced,” said the Principal Secretary following the meeting.
TDR makes provision of sale of land to any developer or builder on market rate instead of Government acquisition yielding payment as per the rate fixed. The plan also proposes that if the Government acquires any land for any Government institution or organisation then the land use of the specific piece of land would be in accordance with the nature of the institution like for schemes like smart city, AMRUT or others.
The Master Plan also takes care of all the infrastructure requirements for upcoming New Ranchi. “Developer would be given concession on the projects such as house for All Economically Weaker Sections and lower Income Groups (EWS and lIG). It would be a promotion for housing plan for
EWS and lIG that would also ignore density aspect for such housing plan if it is more than four storied. Similar relaxations have been given on Group Housing Schemes,” added the official.
Provision of 10 meter wide green belt on both the flanks of Inner Circular Road and Ring Road is also in the plan besides different Mono Rail routes for better commutation. Percentage of land use has also been fixed in the city for different purposes.
The Master Plan would come into existence with notification getting issued. “Soon after the file comes to the Department the way would be paved for the implementation of the Master Plan. We have also fixed Housing Committee meeting of all the stakeholders on November 30 for finalising the housing policy which have different models like residences on Government land, private land, slum etc. The appropriate model would be adopted for specific places,” said Arun Kumar Singh.
