Defensive on behavioural 'aberrations', city police vies for change

Police’s uncalled for behaviour with citizens evokes strong reactions from general public but the malfeasance by khakhi-clad officials in last couple of days has made higher authorities turn their heads towards increasing reports of “aberrations” to the expected manners and to address the problem for a better image. Nonetheless, the district police have now become defensive because of frequent allegations of human rights violations.

Even as the police copes up with the allegations of fudging investigations, like the murder and re-emergence of a Chutia based girl Priti, newspapers splashed with reports of brutally thrashing a resident of Argora at the police station and beating a minor boy tied to pillar made police officials adopt a defensive stand and also to think of orgainsing a training programme on behavioural aspect of policing. The concerned police officials have been punished by the department for their conduct.

“Overall, we always try to improve behaviour of police officials. We provide mid career training on human rights besides, other aspects of policing and we are contemplating a training programme on behavioural aspect at police line,” said Ranchi SSP, Prabhat Kumar.

Although, police claims to conduct periodic assessment of behaviour through training programmes the claimed “aberrations” is bizarrely justified with circumstances that compel cops to adopt manners against the one taught before inducting them in the constabulary. As many as two incidents of abnormal behaviour have been reported since June 20 and past have been replete with allegations of beating people at the drop of a hat.

“We treat incidents like these as aberrations and not routine if reported once in a while. Yet we are trying hard at our level to ensure that these don’t happen. We are sensitizing new officials as well,” asserted the SSP.

While concerned official responsible for lifting a resident of Argora in connection with online complaint and beating at police station, Vikar Kumar was sent to police lines; Bhim Singh, who is said to be responsible for slapping a minor boy has been suspended.

Meanwhile, as the beating of a handcuffed minor earned bad name for the police; top district cops emphasised on relooking such behaviours in the backdrop of the circumstances and also an act of rescuing an accused from the wrath of infuriated mob instead of an inclination to show the might of the uniform.

“He (Bhim Singh) would have done so to cool down the mob so that he can bring the accused to the police station. There are incidents of mob lynching accused so what he did would have appeared a judicious decision under the circumstances,” maintained the SSP.

Police has been under pressure on many occasions last year that included alleged manhandling of a CISF constable in lock-up by Jagannathpur police and more recently in the case of missing girl Priti in which the cops have been accused of falsely implicating three youths.
