PNS

Chief Secretary Dr DK Tiwari today asked officials of the Industry Department to move forward with such innovative ideas that prove fruitful for the common masses. Chairing a review meeting of the ongoing works of the department here on Tuesday the CS asked to keep the common man in mind while providing training of different trends under the department.

The CS said that mere expenditure in salary, allowance, office expenses, honorarium etc. through the work to be done for any scheme is not enough, but that plan should also achieve its purpose. He said that the basic objective and measure of achievement or performance should be that how many people created sources of income from that plan or training. How many self-employment started? How many people got jobs? This should form the basis of evaluation of each scheme, he said.

The CS has directed that Industry department should keep board-corporations in the interest of work and make them profitable. If needed, integrate it into each other and make it beneficial. He instructed the board-corporations to assess the benefits to the common people. “In the assessment, focus on keeping the income and employment of the people at the Center. What else should be done in this so that maximum public interest can be improved? With this purpose, decide the scale of board-corporations,” he said instructing employment of personnel to be based on output.

Dr Tiwari said that instead of implementing every scheme in every block and district, it should be decided where it can prove to be more profitable. Its base area can be accessible raw material, labour force and market etc. He directed to pay special attention to the plastic park. There are a lot of employment opportunities after training in the plastic sector. Only the training agency gets the job done soon. He also directed to keep a constant eye on the single window system while instructing to repair the infrastructure in Adityapur industrial area and also instructed to produce silk cocoons and weave with that yarn after making yarn from it.

The CS asked to ensure starting of production from 44 food processing units that have been allotted land by March 2020 and complete land allotment to new units by February 2020. He asked to start different courses at Jharkhand Institute of Craft and Design.

On the occasion, Additional Chief Secretary of Planning cum Finance Department KK Khandelwal instructed to curb incidents of fake withdrawal from banks. He asked all departments to close their unimportant bank accounts and regularly monitor those accounts that being used. He said that steps have  been taken to safeguard people from cyber fraud, but alertness in the matter was needed.
