CPI (Maoist) changes strategies

PNS

The Central Military Commission of CPI (Maoist) has embarked upon three major types of assault on the security forces — attacking from a distance, invading non-LWE hit areas and using Improvised Explosive Devices, sources said on Sunday.

Sources said the Maoists have neither enough men nor machines left to attack any police station, outpost or picket straightway — the most common form of offensive by the ultras from 1990s to 2007.

A head on collision with security forces is avoided now by the insurgents for the simple reason that the Maoists have a strong depletion of their men and teeth. They are not in any position to carry their dead or injured cadre on stretchers, sources said.

Sources said the second strategy of the Maoists is to strike in non-Left Wing Extremism (LWE) affected areas with deadly precision as they first did at Kookoordeeh in Saraikela where in the market they killed 5 cops and looted their weapons and again on NH 5 under Chandwa police station.

At Pipra bazaar in Palamu where Maoists killed a JMM block chief two days ahead of the Prime Minister Narendra Modi’s visit here in Daltonganj police stumbled upon a printed leaflet there where the Maoists wanted rural people to form Jan Chhapamaar (people’s raid).

Maoists’ use of anti personnel IED has come under sharp criticisms from activists who taking serious umbrage of the killing of a primitive tribal Etwa Parhiayya at Bulbul forest on December 12.

Zonal Inspector of Police Navin Singh said “We are too shocked and concerned over the killing of an innocent poor civilian in the pressure IED laid by the Maoists in the forest of Bulbul for which the Maoists must come out to explain their aberrations and senseless act of violence which is now taking a toll on civilians.”

Singh added, “This is the most nefarious design of the Maoists which will boomerang upon them as common people hold them squarely responsible for the loss of lives and days are too near when villagers will hold them by their collar to know as to why they killed the poor civilians.”

Agreeing with the Pioneer’s investigations about the paradigm shift of strategy of the Maoists like distant targeting of security forces, invasion of non naxal areas and rampant use of IEDs IG Singh said “Maoists’ new strategy is indicative of their desperate battle for their own existence wherein control and management of their territories by cadres sitting atop have gone astray as down the line cadres do not realize the consequences of their actions.’

The IG did not deny that Maoists are refraining from using cell phones and have begun to depend on ‘courier’ system for exchange of information. In this form of communication, senior Maoists can be fed with wrong information by lower rung just to cover up their own folly like this loss of life at Bulbul forest.
