Aspirants in quandary over eligibility for 4th Grade vacancies in Palamu

PNS

As the day of reckoning August 9 gets shorter and shorter with each passing day tension runs high as to who is eligible for applying for the recruitment of fourth grade personnel in Palamu.

Eligibility for the recruitment of fourth grade personnel has run into a debate. Will eligibles having higher education be kept off for recruitment?

Palamu administration is set to recruit 585 personnel in the fourth grade. The entire recruitment process is to be over by August 9 as per the judgement of the Supreme Court in the Civil Appeals.

Sources said that in 25 years of formation of Jharkhand till date there are no rules or observations for recruitment of fourth grade personnel. The state of Jharkhand still abides by the rules/ circulars of the Bihar government in this regard. There is one circular of the Bihar government number 3577 dated 25. 4.97.

This circular reads "Shaikchinik yogyata ashtham warg se ooper avam perweshika ya is se neechey. (Educational qualification of class 8 above but below the tenth).”

However the finance department of the Jharkhand government in its ‘Resolution’ 1859 Vit dated 2.9.11 has enhanced the educational qualification of the fourth grade personnel to '10th pass'.

The base line of the educational qualification for the recruitment for the fourth grade is 10th pass as per the resolution of the Jharkhand state finance department taken in 2011.

Although whispers in the corridors of the Palamu collectorate are that only 10th pass are eligible for applying for the recruitment and not anyone having degree or master degree or other vocational degree.

No officer is ready to explain as to whether higher educational qualifications like 12th pass, degree pass (read BA, BSc, BCom), masters degree (MA MSc M Com) or any vocational degree like BCA (bachelor of computer application) are any disqualification for applying for the recruitment of fourth grade personnel.

Both the letters one of the Bihar government and the other of finance department of the government of Jharkhand are conspicuously silent on higher education above/ beyond 10th class pass.

Administrative sources said "We will go by our finance department resolution of 2011 which sets the deadline for the educational qualification for recruitment of fourth grade personnel to be 10th pass."

Administrative sources further said "Candidates should avoid concealing their higher education qualifications if they apply and on the basis of higher marks in 10th they get selected and appointed and later it is found that the persons concerned possess higher qualifications then their employment will not only be terminated but suitable legal action may be initiated against such persons."

Scores of boys and girls who were either Honours graduates or Master degree holders said "If only 10th pass is eligible then of what use is of our higher qualification even for a menial job."

All eyes are on the advertisement which the Palamu administration is to publicise any day from today.

Administrative sources said "The Supreme Court has directed us to abide by the extant Rules and observations'. There is no room for any digression now.
