Even after the strict stance of the Personnel department to expedite Government employees’ participation and interest in e-governance projects, the number of Government staff who have locked their service details in the Manav Sampada—a Human Resource Management System (HRMS) of the State Government remains a little above 50 per cent. And, this is despite the fact that the Government has put salaries of thousands of employees on hold with effect from July after giving several deadlines.

According to the Personnel department officials the number of staffs who have locked in their service details with the HRMS is not yet encouraging. However, efforts are on to get the information of all the employees.

“Around 1.82 lakh employees are supposed to register themselves online and so far around 92 thousand employees have locked their data with the HRMS. We have stopped the salary of those who have not locked the details online since the month of July, 2015. And, because of this stringent action, now many employees have started registering themselves,” said Under Secretary, Personnel, Administrative reforms and Rajbhasha, Chandra Bhushan Prasad.

“The HRMS is a very effective system and with this process we will be able to maintain transparency in the matter of transfer, postings and promotion,” Prasad added.

Meanwhile, a training programme to lock the details of all State Government employees was conducted by the Personnel Department on Thursday at Sri Krishna Institute of Public Administration (SKIPA).

The phase 3 of the programme was basically conducted to give information about the employee’s service book verification system (e-service book). One’s the process goes online the entire procedure will be made easy for both the employee and the other information seekers.

In the first phase of the programme the information was provided about the master data entry whereas the second phase was about the individual data entry process. ‘Manav Sampada’, the e-governance proposal was approved by the Centre in September, 2013 under the project named Rapid Replication of HRMS.
