Police will undertake Polygraph (lie-detection) test and brain mapping of former Ranchi Mayor Rama Khalkho, Congress leader Sunil Kumar Sahay and Santosh Kumar Singh, driver of former Union Minister Subodh Kumar Sahay, all accused in cash for vote scam during Municipal elections in Ranchi in 2013. DGP DK Pandey on Monday, submitting an affidavit in Jharkhand High Court pointed out 24 topics on which the probe was to be conducted by the police, including polygraph test and brain mapping of some of the accused persons.

"According to the report submitted by DGP office, 24 points have been suggested on which investigation could be pursued further in the case," said advocate Rajiv Kumar. The Jharkhand High Court on February 2 had directed the then DGP Rajiv Kumar to monitor and expedite the probe into the cash-for-vote scam during the Ranchi Municipal Corporation (RMC) Mayor's election, held in 2013. The directive came after petitioner's lawyer brought to its notice that the then Deputy Superintendent of Police (DSP), probing the case, had shot off a letter to the DGP asserting that one of his senior officers was putting undue pressure on him to save some high-profile persons accused in the case.

According to Kumar, probe against the former Union Minister Subodh Kant Sahay could also be conducted under section 8 and 9 of Prevention of Corruption Act. "It has also been mentioned in the report that Santosh Singh has been identified in the CCTV footage, but the person accompanying him should also be identified and action be taken against him. Similarly, the driver with whom they reached office should also be found out, recommended the DGP in his report," said Kumar.

Referring to Akil-Ur-Rahman, it has also been mentioned that he should also be booked under section 193 of IPC after taking legal consent from a competent authority against him. Rahman had tried to influence the investigations by claiming that the money seized from City Palace Hotel was collected by him through donations through a committee headed by him in order to give a suitable candidate decided by it. His claims however, were found to be false as his mobile locations were later located somewhere else.

The court was hearing a PIl filed by Diwan Indranil Sinha against the tardy pace of police probe seeking CBI probe into the case related to recovery of Rs 21.90 lakh from a Ranchi hotel, a day before the Ranchi Municipal Corporation mayoral election that was eventually countermanded.
