1932 Khatiyan must for teacher appointment: Education Minister

PNS

Education Minister Neera Yadav, while outrightly rejecting the contentions of TET qualified teacher aspirants, clarified on Wednesday that name in the last survey settlement is a must for getting recruited under any quota. Her clarification came during Janta Darbar and holds significance in the light of Chief Minister Raghubar Das’ contradictory statement given about a week ago in a similar public interaction.

“As per the existing circular of the Personnel Department which the Education Department is also following, any permanent resident of the State can only get benefits of reservation; be it under reserved categories or woman. Certificate of permanent residency can be issued only when the name figures into last survey done which is in most of the cases 1932. We are abiding by that regulation,” said Yadav.

Host of TET qualified students from across the State had come carrying their plea, especially in the light of the Chief Minister statement in which he had said that 1932 Khatiyan was not a prerequisite for getting appointed. Officials present there later explained that there is no other way to prove domicile than the Khatiyan or five persons having names in the land records certifying that the person has been an original resident of Jharkhand.

The plight of unemployed persons do not end here and even aggravated further in the case of Akbar Ansari of Dhanbad, an amputee. “I appeared in TET examination and have got 51 per cent score. I don’t have any of my arms. But the Minister is saying that I am not a qualified person,” said sobbing Ansari after handing over his application on humanitarian grounds which he signed through his leg in front of the Minister.

“We are following the minimum qualification fixed by the NCTE and it says that even a handicapped need to score at least 52 per cent marks in the qualifying test. There is no provision for direct entry of handicapped persons. We are providing horizontal reservation for this category persons and he has to qualify first,” said the Minister.

Total about 110 cases came before Janta Darbar which was attended also by Urban Development Minister CP Singh besides Neera Yadav. “People want quick redressal which is not possible from here. We came across cases where matter is into litigation and pending before the courts. What can be done into thatIJ large chunk of cases coming here are related to land disputes and law and order,” said CP Singh.

One Mahendra Thakur of Manika charged local police station of Sinjo to work in connivance with JJMP criminal Pappu lohra. “I was abducted by Pappu lohra from my home which is 200 meters away from the thana. All know that the PS in-charge has close connection with the JJMP activist. You can verify with the call details. That is why no action is being taken against him and I am getting threatening to withdraw the complaint filed,” said Thakur before the Minister who on his part directed him to the Palamu SP “for appropriate action”.

Cheating complaints also followed the suit when two teenaged girls come pleading that they had been cheated in the name providing ANM training by an NGO. “About 25-30 girls of Gumla were selected for ANM training under the Additional Central Assistance (ACA) schemes. But after completion the course they were offered certificates of health workers. We have written to the DC to act against the NGO,” said Neera Yadav.

The public grievance platform also turned into a class for moral lesson when CP Singh suggested a youth to serve his ailing octogenarian father who had come here looking for some financial assistance. “Your father nurtured three of your brothers. Why cannot you take care of him nowIJ Serving your parents would bring good fortune for you,” suggested Singh.
