The State Government has taken the decision that for the Government schemes, which do not include the mandate of submitting affidavit in notary, beneficiaries may confirm the information provided in application by enclosing a ‘self-declaration letter’.This ‘self-declaration letter’ will be made acceptable in all the departments concerned. The State Government has taken this decision in accordance with the recommendations made in 12th report of Centre’s Second Administrative Reform Commission for simplification of procedures, informed General Administrative Department (GAD) officials here.
Officials informed that as per Chief Minister’s instructions, General Administration Department has issued orders in form of circular to Chairman of Revenue Board as well as all the department heads, divisional commissioners, district collectors and CEOs of Jila Panchayats in the State. It is mentioned in the circular that certain recommendations have been made in 12th report of Centre’s Second Administrative Reform Commission for simplification of official procedures. Based on these recommendations, State Government has implemented the provision of ‘self-declaration’ of documents.
The General Administration Department issued orders in the context on July 16, 2014. In the same sequence, State Government has now taken the decision that applicants/beneficiaries will have to submit affidavit for only those departmental schemes, in which submission of affidavit in notary is mandatory. However, for other schemes in which this mandate doesn’t apply, beneficiaries may attach ‘self-declaration letter’ with the application for confirming the details provided. And this ‘self-declaration letter’ will be accepted in all the departments concerned.Officials concerned have been ordered to review the pro-forma of application for various government schemes, and ensure other arrangements for proper implementation of the decision.
Notably, the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has called for use of self - attested certificates since this has been approved by the Government of India for over last eight months. He was presiding over a review meeting of Department of Administrative Reforms and Public Grievances (DARPG), in New Delhi on Thursday.
Singh has urged the State governments to encourage this practice and also appealed to the general public, particularly youth, to bear in mind that whenever they approach an office with documents, they should bring to the notice of the authorities that the Government ofIndia now allows self attestation of certificates by the candidate himself. He informed that a circular to this effect had already been sent to the State governments and though most of the states have responded positively, yet in many cases, the information is still not fully percolated to the lower levels of administration.Singh said that introduction of self attested certificates was one of the most historic measures introduced by the Central government soon after it took over. The decision was universally hailed both by administration as well as by public.
