Case has been registered against the Village Panchayat Sarpanch/secretary and two Panch along with village panchayat secretary has been suspended after a water tank at village Kharra came crashing down after water was filled killing two minor children and injuring another minor girl, said Panchayat and rural development minister Ajay Chandrakar. He was replying to the call attention motion raised by MlA Gunderdehi Rajendra Kumar Rai.
Rajendra Kumar Rai in his call attention stated that on at village Kharra through village panchayat, near the river a water tank utilizing the 14th Finance Commission funds was constructed. On day one itself when the water was filled, the tank came crashing due to which two minor children died. The department intimated that the tank construction was done by Gram Panchayat Fund, in which there is no need for technical guidance, due to which the quality was hampered leading to such incident. He sought compensation for the family of those who lost minor children where as villagers are agitated over the issue.
Minister replying to the call attention motion said that the construction of water taken has been done by village panchayat utilizing the 14th Finance Commission. The water tank on May 6, 2018 was reduced to rubble causing death of two minors and injuring another girl. Refuting the charges of no-requirement of technical guidance, he said that in all government construction works technical guidance and sanction has been made mandatory. Chief Executive Officer, Janpad panchayat has been given the directions.
For the 14th Finance Commission related all construction works, Village Panchayat Development Programme (GPDP) should sanction the work.
The village Panchayat Kharra had without following the rules and without technical guidance had completed the construction work due to which the incident occurred. After probe, the Sarpanch, two panch and village secretary were found to be guilty. Village secretary has been suspended. An offence under different sections of IPC has been filed against them, said Minister.
On compensation amount, Minister said that under Student Insurance Scheme, Rs 1 lakh each has been given to the nearest kin of deceased minor.
