The circular said that clean State Government offices will give a strong message to the citizens to keep the village surroundings clean and tidy. Most of the citizens spend a lot of their time at the offices and ease themselves at the office washrooms. There should be toilets at all State Government offices. Orders have issued to provide at least one washroom to visiting citizens on the premises.

Raut in his circular has stated that Prime Minister Narendra Modi has called upon the people to keep villages, towns, public places, State Government offices and homes clean. A large number of State Government employees can help in ‘Swachchta’ (Cleanliness) campaign. The State Government employees can act as catalysts in villages and towns in sustaining the campaign of cleanliness.

The campaign should not be limited to just constructing toilets but to keep environment clean and pollution-free. The senior officers had been instructed to encourage officers and employees to take part in cleanliness drive in large numbers, the circular stated.
