NTPC ltd has made a provision of '100 metre width green belt' around its upcoming 1600 MW lara Super Thermal Power Plant (STPP) in Raigarh district of Chhattisgarh.
In, addition, extensive plantation will be undertaken in and around the project site, officials stated.
NTPC's upcoming lara Super Thermal Power Project has acquired all necessary clearances from the Union Ministry of Forest, Environment and Climate Change for the project, officials stated.
The lara STPP would be utilising super critical technology for power generation.
The power to be generated by upcoming project will be supplied to Chhattisgarh, Goa and Maharashtra States, officials stated.
The project is most likely to go on stream by March 2017. The main areas of ash utilisation from the plant when operational would be manufacturing of fly ash based products (portland·pozzolana cement, brick, light weight aggregates, asbestos cement products, cement concrete etc.) and use in land fills, structural fill etc. for development of land.
NTPC ltd will take all possible actions to utilize the ash in above mentioned areas, officials stated.
Provisions such as facilities for 100% extraction of dry fly ash, segregation of coarse and fine ash and fly ash storage and loading facilities; providing infrastructural facilities to the entrepreneurs, etc will encourage utilization of ash based products in the area.
Post project environmental monitoring is important in terms of evaluating the performance of pollution control equipment installed in the project. The sampling and analysis of the environmental attributes will be as per the guidelines of CPCB/CGECB.
The following attributes will be covered in the post project environmental monitoring in and around the project site: Ambient air quality monitoring on bi-weekly, 24 hours basis in the plant area, source emissions will be monitored on monthly basis.
Automatic continuous online monitoring system shall be installed in the stacks; Water quality monitoring at intake point, surface water bodies and ground water in the surrounding villages.
Further, the wells around the ash pond area will be identified and monitored on the monthly basis; treated wastewater before routing to clarifier will be analyzed on fortnightly basis. The pH, temperature, electric conductivity, TDS and flow will be monitored regularly.
The noise levels will be recorded in and around plant. The noise levels at boundary of the plant will be recorded on yearly basis; The soil quality around ash pond area will be monitored once in three years to check for the fertility of the soil; All the results will be compiled and thoroughly analyzed to assess the performance of the power plant; and the results will be reported on regular basis to the Chhattisgarh Environment Conservation Board and regional office of Ministry of Environment, Forest and Climate Change.
During operation phase, the impacts on the various environmental attributes should be mitigated using appropriate pollution control equipment. The Environment Management Plan prepared for the proposed project aims at minimizing the pollution at source.
A provision of `787 crores has been made in Feasibility Report towards implementation of environmental protection measures for the proposed project.
NTPC has already commenced the process of developing necessary Railway infrastructure at the Talaipalli mines section in Raigarh district for coal transportation to its upcoming Super Thermal Power Plant (STPP) at lara in the district, officials stated.
A number of bridges and Path Way are to come up as part of the construction of Railway infrastructure of the Tallaipali Mines Section.
Notably, on February 8 this year, an inter-departmental committee chaired by State Revenue Minister Prem Prakash Pandey had sanctioned 20 acres of land for the under-construction Rail route from Talaipalli to lara village for the NTPC's upcoming lara STPP. The Chhattisgarh Government will allocate 66 acres of land for speedy implementation of two key railway corridor projects in the State.
For the East Corridor, the State Government has decided to allocate 14 acres of land in Raigarh district. The Corridor will be about 180 km long from Bhupdevpur-Gharghoda-Dharamjaygarh up to Korba, the official said.
Notably, the Centre has signed a Memorandum of Understanding each with the states of Odisha, Jharkhand and Chhattisgarh for critical coal connectivity projects to improve transportation of coal, officials informed.
Coal production in Chhattisgarh stood at 115.19 million tonnes (MT) during 2014-15 ( provisional), officials stated. This was in comparison to 110.14 million tonnes (actual) coal produced in the State during the previous year.
