The Chhattisgarh Government has evolved a new system this year to purchase paddy from the farmers, official sources informed.
According to this new system, the Government will not be purchasing paddy from the farmers over and over again. The primary cooperative societies can purchase the paddy from the farmers only on the scheduled date. Besides, the Government has directed that the quality of paddy also be maintained, they stated.
This year the Government has developed a new system to curb import of paddy from the neighbouring States. It has made several changes in the existing procurement system. Sources said that this year, the Government will register the farmers once again and this registration will start on September 1 and continue till September 30.
Under this new system, the farmers have been asked to submit loan Book Part One, Ration Card, copy of the bank pass book, two passport size photos and mobile numbers to the societies so that they are registered. Similarly, the Government will fix the maximum production capacity of paddy available with farmers.
The cooperative societies will not accept more than the quantity fixed on a farmer and recorded in the software. The Government will fix separate dates for villages and panchayats for procurement. The farmers have to bring their paddy on a single day. They cannot sell it in batches. Sources said some societies often dump paddy harvested in the Rabi season but this year extreme care would be taken to prevent such an activity. If anybody violates the rules, responsibility would be fixed on the concerned society.
Similarly, the quality of the paddy would also be fixed. The societies would not be allowed to procure inferior quality paddy. last year, the Government incurred heavy losses due to procurement of inferior quality paddy.
