Staff Reporter

The district administration has started keeping vigil to stop any kind of irregularity in registration of farmers and in societies for purchase of paddy at support price in the Kharif Marketing Year 2014-15.

For observation on registration of farmers and their random verification, Collector Mukesh Bansal has deployed senior administrative officers as supervising officers at society level. These officers will visit societies on a regular basis and keep a vigil on the registration process.

The Collector offered stern directives to officers that in any circumstances, registration of fake farmers and middlemen should not be done in societies. On the directives of the State government, registration of farmers will be done in societies from September 1 to 30.

In the application for registration, farmer has to give information of all points mentioned in the proforma. Photograph of the applicant should be pasted on the application form. Besides, mobile number, bank account number, total paddy sown area and probable date of harvesting should also be given in the application. Incomplete application will not be considered for registration.

The Collector told the officers to complete process for registration on getting the application, after checking and sport verification. Registration of the farmer who cultivate in ‘Adhiya’ and ‘Regha’ will be done only when he brings the letter of the land owner farmer, in which the land owner agrees that he has given the land on ‘Adhiya’ and ‘Regha’.

The officers will  also carry out on-the-spot visit of the fields of some farmers and verify their paddy sown area. If any irregularity is found in it, action will be taken directly against the registration team comprising Manager of the Society concerned, Patwari of the area and Rural Agriculture Extension Officer, considering them as guilty.

The Collector has also issued detailed guidelines on the preparations being made for procurement of paddy at support price to the supervising officers and officers of cooperatives and agriculture departments. Bansal said that paddy procurement is an important programme of the government and any kind of carelessness and irregularities in it would not be allowed.

It was informed in the meeting that at any cost registration of farmers would not be done after starting paddy procurement at societies and paddy would not be purchased from the unregistered farmers.

If any farmer has any objection about registration, he can submit application to the cooperative society concerned up to October 7, 2014.

He can also appeal against the decision of the Society to Tehsildar within 15 days. The Tehsildar will solve such appeal within 15 days. After registration, information about the registered farmer will be uploaded on the website of Food Department and pasted on the notice board of the village panchayat concerned.
