The issue of deteriorating law and order situation in Raipur city rocked the first day of Chhattisgarh Assembly’s monsoon session that started here on Monday.
The Congress party members staged walkout from the House at the end of the discussion after being dissatisfied with the reply given by Home Minister Ramsevak Paikra over the issue. Earlier, the Congress Party’s demand for discussion over adjournment motion on the law and order situation in Raipur was rejected by Assembly Speaker Gaurishankar Agrawal, who however, permitted a discussion later under rule 139 of the Chhattisgarh Assembly.
Congress member Bhupesh Baghel while making a mention about various shoot out incidents and murder of the mother of former Congress legislator Shiv Daharia said that heinous crimes are happening in the city and police is never able to reach any conclusion. He said that same bullets were used in shooting Gajraj Pagaria’s son near his farm house, suicide of a businessman, shooting of Pankaj Bothra in Pachpedhi Naka and killing of Akash Tiwari at DD Nagar in Raipur.
“IGPs are superseding SPs in districts which is resulting in incidents like the suicide of SP Rahul Sharma. This was mentioned in the report submitted by CBI,” he said. Quoting CBI report on Ramavtar Jaggi’s murder case he said that the police officer who had felicitated the assailants to flee from the State has been given the charge of Bastar region.
He further stated that despite State Government’s announcement of CBI inquiry into the Jheerm Ghati incident the investigation has not begun and also the Government has failed to appoint public prosecutor in NIA court who is also conducting inquiry in the same case.
later BJP member Shivratan Sharma came up with history of various criminal incidents that had happened during Congress party’s regime in Chhattisgarh from 2001 to 2003.
He said that Naxalism had started during Congress regime and questioned the opposition that who controlled insurgency in Surguja regionIJ
Sharma opined that with increasing industrialisation several suspected persons have reached Chhattisgarh from different States whose backgrounds must be checked.
The discussion was marred with interruptions from both sides. Earlier leader of Opposition TS Singhdeo said that transfer of SPs and and IGPs was not going to improve law and order situation and administration should act swiftly.
He also informed that House that while the session was in progress lifting of Rs 10 lakh had occurred from a car in Chhotapara area of Raipur.
At the end of discussion, Home Minister Paikra while presenting a comparative data said that in 2004, 924 murder incidents were registered while that in 2015 only 914 murder cases were registered across Chhattisgarh.
likewise, 624 ‘attempt to murder’ cases were reported which in 2015 were 359; in 2004, 106 dacoity reports were registered that in 2015 was 103.
“It is clear that there has been decrease in serious criminal incidents.
As far as recent criminal incidents are concerned, police was investigating and very soon the offenders would be nabbed.
It is not correct to say that law and order situation in Raipur and the State has deteriorated,” he stated.
