3 per cent reservation on promotions for differently-abled now

Staff Reporter

The State Government has decided that employees with physical disability will now have a three percent  reservation on promotions granted in every department.

Around 4,000 differently-abled government employees in the State will be benefitted from this move. An order issued by the General Administration Department (GAD) has directed commissioners, collectors and Heads of all departments to ensure that the order is implemented. The order states that promotions on the posts of first, second and fourth grade employees must have a three percent reservation for people with physical disability.

If there are no aforementioned candidates available for the promotion, employees with visual and auditory impairment must be considered. However, other employees would be considered if there are no candidates from this category, the order stated. Promotion through this quota could be availed only once in the entire tenure of an employee’s career in any government department, stated the order. People with at least 40 percent disability will be eligible for promotion under this category.

The order also States that an employee will be eligible for the promotion under this category only once even if he or she becomes physically impaired after joining the services. A 100-point Roaster register has been put in place regarding the decision. Welcoming the move, members of Chhattisgarh Shaskiya Nishakt Adhikari Karmchari Kalyan Sangh, a union working for the welfare of differently-abled people in the State, met the officials of the department on Sunday and expressed their appreciation.

The Association has demanded a ‘disability allowance’ on the lines of provision made for Central government employees. Presently, people with physical disability get a meagre monthly allowance up to Rs 500. However, if the Government accedes to their demand, the sum would be up to Rs 4,000 monthly. The Association has demanded that the State Government establishes a university dedicated to people with physical impairment.

It is often seen that people with some kind of physical impairment are very talented in academics. But because they are on some level dependent on their family for their day-to-day works, it is difficult for them to go outside the State for higher education. “Delhi University has some very useful courses for people with special abilities and need for such a university dedicated to differently-abled students has been felt in the State too, said Regional Secretary of the union Hiramani Dewangan on Sunday talking to The Pioneer over phone. Dewangan also said that differently-abled Government employees must get a reservation in the State-run housing projects.

“A three per cent reservation in housing projects under Raipur Development Authority (RDA) and other development authorities will ensure social security for people with physical impairments,” said Regional President of the union Chintamani Dixit.
