Delhi Lieutenant Governor Vinai Kumar Saxena has declared Chhath puja ( October 30 ) as a ‘dry day’ in the Capital and also wrote to Chief Minister Arvind Kejriwal asking him to deal with the issue of toxic froth in the Yamuna before the festival. This is the first time a dry day will be observed on Chhath Puja.
