UP Assembly to award best performing MLA

PNS

Uttar Pradesh assembly will award the best performing MLA from this year.

The selection of the MLA to be awarded will be based on the parliamentary performance of the legislators, content of the speech and their attendance in the House.

A committee headed by the assembly speaker will select the MLA for the best performance award every year.

UP Assembly Speaker Satish Mahana said here on Friday that the award would be given every year and it would be given to one or two MLAs. He said a committee of MLAs would be constituted for deciding the award.

If the proposal goes ahead, Uttar Pradesh will become the first state to institute such an award.

The idea of institution of the ‘Best Legislator Award’ on the lines of the honour given to MPs was first mooted in January 2018 by the then UP Assembly Speaker Hriday Naryan Dikshit during the Yogi Adityanath government 1.0. The proposal was prompted by the then assembly speaker in a bid to inculcate discipline among the legislators.

Stung by the frequent derailment of proceedings by agitated members, Dikshit had then said that his main aim would be to ensure discipline in the House. The award was mooted to encourage legislators to follow parliamentary etiquette and norms.

Speaker Satish Mahana, who recently attended the 83rd All India presiding officers’ conference in Jaipur, said a call was issued to all state assemblies to start making preparations for the G-20 summit to be held in Delhi in September next.

He said nine resolutions were adopted during the presiding officers’ conference. He said the speaker of the Lok Sabha was authorised to decide on the issue of financial autonomy to state assemblies.

The presiding officers’ conference adopted a resolution calling for the review of the rules of the business for the conduct of the proceedings of the state legislatures and formulate model uniform rules incorporating best practices in order to secure greater participation of members and productive functioning of the House of legislature.

The resolution also called for the code of conduct for members to be introduced in the rules for bringing about an effective check against indecorous and unparliamentary conduct of the legislators.
