To end anomalies in sharing 'common areas' in high-rise apartments, the state government has proposed amendments in the UP Apartment Act so as to make it transparent and more people-friendly. It has also decided to give free school bags to students of state-run schools up to class eight. These decisions were taken at a cabinet meeting held in lucknow on Wednesday.

“The cabinet has approved the Uttar Pradesh Construction, ownership and maintenance Amendment Bill 2016, which will remove anomalies in use of common areas that include garage, parking place, basement, rooftop, halls etc. There was confusion over use of common areas in apartments. The amendment aims at removing these confusions,” a government spokesman said on Wednesday.

The new proposal says that compounding by-laws and provisions for sale of building / apartments are contradictory and needs to be rectified. Therefore, amendment has been suggested in section 4(4) of the Apartment Act,

There is also contradiction in Section 4(6), 14(2) and 14(5) of UP Apartment Act over making of association and providing public facilities at common areas which needs to be rectified. Besides, under Section 7 the transfer fee is 1 per cent of the sale deed for apartment at the time of transfer of property but co-operative societies charge 2 per cent of the sale amount. This section has been amended so as to make charges uniform which will stand at 1 per cent of the selling amount.

The government has also decided to give bags to students of state-run schools up to class 8 free of cost. Each bag will cost Rs 140. Over 1.85 crore students will stand benefited from this decision. Government has earmarked Rs 259 crore for this purpose.

The bags will be of different sizes. For students for class 1-2, it would be of small size, it would be medium size for students of class 3-5 and large in size for students up to class 8.

The government is already giving free books and two sets of uniform to the students up to class 8. This decision will help in arresting drop-out and increase quality of education in the schools.

In another decision, the government has decided to construct multi-level parking at Jwahar Bhawan and Indira Bhawan. The expected cost of this project is Rs 83.80 lakh. Besides, a Type -5 multi-storeyed residential building will be constructed at Butler Palace at the cost of Rs 75.28 lakh. The government has also proposed to give land free of cost for construction of stadium in Rampur and has proposed setting up of a cultural centre at Kaifi Azmi Academy at Nishatganj in lucknow.

In another major decision, the government has decided to amend the GO issued regarding collection of toll on the Agra-lucknow Expressway. It has been decided that if UPEIDA takes a loan for construction of this expressway, the toll would be used to pay off the loan first and then the remaining money would be used for other purposes in consultation with the government and UPEIDA. This expressway is being constructed at EPC (Engineering, Procurement and Construction) model with support from UP government.

The government has also approved granting free land for construction of 132 kv sub-stations in Rampur and Ferozabad. The cabinet has also approved the feasibility study for construction of Metro Rail in Allahabad and it will be carried out by RITES.
